PROBLEM
The Piraquara City Hall needed an effective online content publishing tool. The website previously used made communication with the population of the city via the internet ineffective and not at all optimized. The communication department was not able to quickly make communication flow within the structure of the city hall and reach the population.
Not only that, there was a need for a full-time technician to update the pages, which were static, and it was not possible to distribute the content publication among the sectors of the municipality.
SOLUTION
Visionnaire quickly developed and launched a new website using Visionnaire WebPublication, a Content Management System (CMS). The overload in the IT department has decreased, and the communications department has managed to quickly update information for the population. Today, with WebPublication, publications are distributed in a number of departments, without the need for a dedicated technical person for this.
RESULTS
Visionnaire WebPublication improved the integration of the departments, with the communication sector having only journalists at the time of the project. The revamped website came to accompany the city's growth in the areas of commerce and services, which have attracted the new middle class to search for quality of life, according to research conducted by IPARDES (Brazilian Portuguese for the Paraná Institute of Economic and Social Development).
The Municipality of Piraquara, the Capital of Waters of Paraná, can, with a new website, have more agility in communication, demonstrating that the municipality has invested in infrastructure, bringing attractiveness to residents, and making the municipality continue to develop.
TECHNOLOGY
This demand required a Content Management System (CMS), because, due to the large volume of information and the need for constant updating, it would not be possible to develop a static website. That is why Visionnaire WebPublication was used, since it is a solution for portals of all sizes.
Other technologies used were: integration with other systems through Java language (JEE, currently Jakarta EE), Windows operating system, HTML5, CSS3, Apache Tomcat, XML, XSL, XSLT, JSP, Javascript/Ajax/DWR, JQuery and Microsoft SQL Server database, IIS WEB Server, UML (Unified Modeling Language) modeling, using MVC standard.

he city of Piraquara, in the state of Paraná, Brazil, is officially known as the Capital of Waters of Paraná. With its springs, it is an area of environmental protection that is responsible for 50% of the water supply of the greater Curitiba. With the growth of Curitiba, capital of Paraná, and of the metropolitan cities, Piraquara became an attraction for entrepreneurs and traders.
Piraquara has a higher than average population growth due to its characteristics as a dormitory town, as it is close to Curitiba and serves as a place for housing and growth, which has attracted the new middle class to the city in search of quality of life, according to research carried out by IPARDES (Brazilian Portuguese for the Paraná Institute of Economic and Social Development).
The communication of the Piraquara City Hall via internet followed old concepts with static pages. Because of this, the representatives of the municipality carried out a public bid for the development and update of a new version of the city hall website that used modern web concepts.
The presence of the Piraquara City Hall on the internet, until then, required a full-time technician who was responsible for updating the static pages, which, in addition to overloading such professional, did not allow the distribution of content publication. Not only this, one of the main priorities of the municipal administration was communicating with the population of the city via the internet, something that the website of the time did not allow to perform in an optimized way. There was also the problem that the communication department was not able to quickly make communication flow within the structure of the city hall and reach the population.
One of the main prerequisites of the public notice was the existence of a publication tool that managed all the contents of the city hall, with which the departments could collaborate in the management of the contents.

Visionnaire was qualified as the best option and quickly developed and launched the new website of the Piraquara City hall. The design and the entire technological infrastructure were developed by Visionnaire.
With the CMS (Content Management System) solution, the overload in the IT department decreased, and the communication department is able to update information for the population quickly. Today, a publication is carried out in a distributed way in the several departments. Journalists publish the content using Visionnaire WebPublication, not requiring the presence of a dedicated technical person for this.
The Piraquara City Hall, through its new website, managed to demonstrate infrastructure actions to the population, bringing great attractiveness to residents and traders and making the municipality continue to grow and develop.
